Lower Hutt Association Football Club was formed in 1921, an offshoot of the Hutt Young Men’s Institute. They were based at the Hutt Recreation Ground, with distinctive club colours of maroon and white.

By the 1960’s, Railways began to enter a decline. The workshops were closing down, immigration was reduced, and they struggled to recruit players. It was time for a change.
Ivan England, who at the time was Secretary and Treasurer of Lower Hutt AFC, recognised the potential of an amalgamation with Railways FC, who were receptive to the idea. On the 21st of March 1967, Lower Hutt City AFC was born, with the club colours of green and yellow.
